Annual Report 2011 SECO/SDC on Switzerland's contribution to EU enlargement

The approval process for projects within the frame of the Switzerland's Enlargement Contribution unfolded in a satisfactory manner. Numerous projects that had been approved in the previous years were able to be further implemented according to plan. 14 June 2012 marks the end of the commitment period for the Enlargement Contribution to the benefit of the EU 10. After the commitment period has come to an end, the competent authorities in Switzerland and in the partner countries will provide information on all of the approved projects. A first status report is planned to be published in June and an expanded status report in autumn 2012.

The SDC, WWF together with the interdepartemental goup IDANE Wasser, have published the first ever report on Switzerland’s water footprint. Finding: 82% of the water required to produce all the goods and services consumed in our country comes from abroad. The report emphasises that Switzerland has a shared responsibility in respect of sustainable water management on a planetary level, and proposes a set of recommendations.

El estudio independiente pone de manifiesto que la ayuda pública al desarrollo (APD), destinada a reducir la pobreza y a apoyar el desarrollo económico y social de los países contrapartes, tiene también efectos positivos sobre la economía y el empleo en Suiza. El cálculo de las repercusiones económicas de la APD, que responde a un postulado de 1981, se efectúa a intervalos regulares. Las conclusiones que se refieren a los datos del año 2010 son en su conjunto comparables a los estudios precedentes.

Having lived in Madagascar for over 20 years, Swiss Ethnologist Gion Cabalzar has written a historical retrospective on the 50 years of cooperation between Switzerland and Madagascar. The author shows how Swiss development cooperation has evolved within the political and social context which has been prevailing since independence. He illustrates the path taken by Swiss cooperation by highlighting a series of model projects, while reviewing the achievements of a half-century of cooperation with the country. Gion Cabalzar’s work is the product of a vast bibliographic research project, along with discussions conducted with some twenty protagonists active in Swiss cooperation with Madagascar, be it in the field or at Headquarters.

Historian René Holenstein, who also works for the SDC, has studied the Agency’s half-century record as a provider of development assistance. His book outlines the SDC’s underlying principles and objectives, its approach to development cooperation, and considers the actors. In addition, reports on the experience of fifteen people who have been involved in Swiss development cooperation give an insight into their personal motivation and, in many different ways, their commitment in various areas of deployment.
